A more cost effective solution to achieving a hygienic toilet seat than a seat cover. Site a dispenser in the cubical, then the user needs just one shot on a tissue used to wipe the seat and handle to clean off any dirt and to kill lurking bacteria, then simply flush the tissue. Less complicated and far easier than having to fiddle about with a seat cover, which always seems to slip at the wrong moment and also unlikely to cause a system blockage too. Each refill holds 1000 shots.
